I sent NY lottery a FOIL request and under the NYS lottery laws they are allowed to destroy all tickets that are not sold but the books are already opened when a business goes out of businees or the business changes hands. This is by law and the only way to change it is through the NYS legislation. simple as that no other way. You seem to be missing the point. If a system actually worked the lottery would pay out more than probability suggests, and they would therefore pay out more than they budgeted for. Since systems don't work the lottery safely relies on the consistent profits guaranteed by probability instead of worrying about a system presenting an obstacle. Can the retailer screw up you winning?
When you buy lottery tickets, the date of the appropriate drawing is on it. If you buy tickets after the terminal has closed for a drawing it will have the date of the next drawing on it. Multi-States game can not be canceled but if you make out cards for custom picks or buy QPs what can go wrong? If you ask for QPs don't like what comes out then you're stucked. If you buy your ticket a half hour before the drawings you shouldn't have any problems.
