I find it odd that state lottery's are subcontracting there work. It seems to me there doing this to not be held liable if things happen or if cheating is going on. When the regulator is a coercive monopoly regulator (as in this case), fee abuse is likely. Cure is to have competition amongst cheat-detect and monitor companies.
