Question for Wheel Design Gurus

Which charity would you support?
If I has billions, I would set-up a Medical Aid Endowment. I would put one billion into the endowment, and any interest earned would be used to assist people waiting for medical care. The general public would be encouraged to donate to the endowment.

Questions for Lottery Official
i realize that lottery officials probably aren't allowed to play the jackpot games to avoid the appearance of conflict of interest...but hypothetically, if he won...would he take cash or annuity? just wondering what his thought are about how lottery issued annuities are really set up and handled. after all, 25 or 30 years is a long time. it would be nice to know his general views and if he would ever consider the annuity route. thanks.

And there's absolutely no guarantee that MM winners come out of CA every time. Players in every MegaMillions state probably feel the same way. You can only claim deductions equal to your winnings. Also those loses and others (interest on loans and etc.) have to exceed the standard deduction allowed for losses in general. I once won $1500 for matching 5/6 in a 649 game and spent $3000 on lottery tickets that year but my other losses and the $1500 of lottery loses I could claim didn't exceed the standard deduction of $4500 so I ended up paying ~$300 more in taxes for the $1500 increase in my income. Legally avoid the gift tax?
For your specific example the answer is no, because your parents would only have a 40% interest. The general, but short answer is maybe. How many checks the lottery writes doesn't necessarily matter when the IRS comes looking for the taxes. Giving a lot of money to your parents may be foolish, anyway.
