I doubt they will take him to court for that small amount. They could dock his pay if he still works there or get a lien on his home or future new employer salary perhaps. A lien would need a court order but it would far less visible to the general public. Most companies have theft insurance policies as well. I think he would owe taxes on that money.

I guess it depends on what you did with the 4k. If you spent 8k, and the 4k win was subject to taxes, then the profit would be lower than 4k. If the tax was say 1k, then your profit is 3k, and your net loss would be 5k. (8k - net profit of 3k) If you throw the 3k back in and come up dry, then your out of pocket expenses remain -8k, but the total loss is -11k, and only the IRS won the 1 k tax payout.

I think we got so blinded by the billion dollar jackpots people think that 1M is loose change. For the second prize winners that live in a state that doesn't tax the lottery that's 630K after taxes. 630K won't necessarily buy you a mansion or a yatch, but 630K can leave someone debt free and a little towards retirement. 630K is not an amount to be frowned upon.
