I'm not a physicist or mathematician, but I do have a healthy collection of various commercially-available lottery systems.
From what I can tell from the conversation so far, most of what you're looking for is contained in Gail Howard's Advantage Plus system. I ordered this software (along with her Wheel Five Plus system) a few weeks ago for use in the PowerBall game, and I was truly surprised at how comprehensive it is.

Does Mathematical Innumeracy foster superstitions and support the belief in them?
