Sounds like you have had a few too many of something.
His post had zero to do with legit charity but having told the wrong person about his win. He clearly learned his lesson going forward. Charity is not people demanding and harassing him for a share of a lottery win.

Now be serious. This is so unwise. She would know where the money came from and he has said he needed the money. Involving another person in this matter would subject them to demands for more money. You cannot control how the money would be spent with a silly note. It is not enforceable.
A deadbeat grifter is not a place to start with charity. Try making a donation to a food bank or other 501c3 charity if you are looking to be charitable.

I like this idea with a few tweaks. Instead of a check, a money order and instead of involving a third party, type the note and print it out. But I would not give instructions. Because if she was in dire need then no way would she be using it to party etc she'd take care of the thing she needed the money for. Charity in a person is a great character
knowledge on how to be charitable is wise
had I been in your position
I would have sent her $500 in a check form as an anonymous donor
with a note, handwritten by someone else in the event she could read handwriting and can tell who the person is
in the note I would have expressed the $500 is to help and not to be spent for parties or drinking
like I said charity is a good character to have

That's just a bit problematic if the $500 was supposed to be a loan and not a gift. If that or any gift revealing who you are isn't a problem you can just mail modest amounts in the form of a postal money order (in that US, at least; I don't know about other countries' options). If you win enough you can also hire a lawyer to handle the donation. That can also be a good idea for charitable donations, so the charity can't keep

Every experience we have ,whether it be family member or stranger, is a learning opportunity
every opportunity of charity. That present itself is an opportunity to learn
in this particular case lotto Moto has learned to try a different way of being charitable
and by posting this experience has caused people to think about how they can be charitable
one cannot predict the future, which is why is always better to learn from each experience
