Lawmakers to mediate spat over Iowa Lottery security
Relations have become so strained between feuding directors of two state agencies that a couple of Iowa lawmakers have agreed to step in as mediators.
The standoff pits state ombudsman William Angrick against Iowa Lottery chief executive Terry Rich.

Experts: Online-Gambling Ban Won't Work
Gamblers may look over their shoulder now, but experts say a new Internet gambling ban won't keep bettors from ponying up, just turn them on to overseas payment services out of the law's reach.
It has put a terrible scare into people, said I. Nelson Rose, who teaches gambling law at Whittier Law School. But it won't by any means wipe out Internet gambling.
The fright swept through the $12 billion industry on the heels of the recent arrests of two gambling company executives and a new l

Georgia Lottery denies millions in prizes to winners of scratch-off games
The Georgia Lottery Commission has refused to pay more than $17.1 million in scratch-off game prizes since 2014 the year lottery officials instituted a policy of investigating big-money winners.
The lottery has issued 270 denial letters to winners of $1,000 or more in the past four years, citing a variety of suspicions that could be fraud: people who claim multiple winning games in a relatively short period of time; winners who can't identify where or when the game was purchased; or individua

Michigan Lottery cracks down on retailers who cheat customers
When a customer brought a Keno ticket to Nick's Party Stop in Clinton Township, retailer Don Kallo ran the ticket through his lottery terminal, declared it a loser and tore it in half.
Kallo, the spouse of store operator Linda Kallo, then took the torn ticket a $2,517 winner to the Michigan Lottery Bureau to redeem it.
Suspicious lottery officials investigated and learned Kallo hadn't purchased the ticket, as he claimed, records show.
It was determined the ticket had been purchased by

Iowa Lottery investigation highlights difficult balance between security and profits
For more than a year while he worked at the Brick Street Market in Bondurant, Iowa, Matthew Hinrichs quietly stole lottery tickets, cashing in at least $28,000 in illegitimate prize money, prosecutors say.
When he was finally caught in 2016, Hinrichs pleaded guilty to two felony counts of fraud and was ordered to pay back those winnings, plus nearly $5,000 more.
Lottery officials say their layers of security allowed them to track Hinrichs' activity, providing data that was invaluable to pr

Investigation: Illinois Lottery didn't award 40% of scratch-off grand prizes
It was called The Good Life and offered the biggest grand prize of any instant game the Illinois Lottery had ever produced.
Two lucky winners could scratch their way to $46 million each, paid in periodic installments. At $30, tickets weren't cheap, but millions were sold. Then the game ended before the lottery sold most of the tickets that were printed, with neither top prize awarded.
The same thing happened with another instant game, called Birthday Surprise. Two large grand prizes offere

Divide and Conquer: Meet the Lottery Titans
Enveloped in neon lights, murmuring crowds and the tinny melody of computerized games, a convention center showroom here bears the trappings of a Las Vegas casino. But the players, mostly state employees sporting suits and name tags, haven't come to this annual expo to gamble. Instead, they are sampling the wares of one of government's biggest cash cows: lotteries, which rang up about $202 billion in sales last year in the United States and overseas.
Amid sales pitches and glad-handing, there
