I don't dispute your grasp of math but ............only 30% of lottery proffits go to Education ,thats requried by state law ; returning the money back to the players is no more than 25% ...since as you can see if almost 4million in payouts was recorded than how much was spent by players on the combined lotteries in one week?????????????

I think that taking uneven contributions is just asking for trouble. Money can sometimes bring out the wrost in people, and with so much money at stake people can do some unbelievable things. There is some problems , in Brazil the jackpot is paid for the winners. The only extra tax that there is is the CPMF 0,38% over all financial operations ... The main problem is that the money is not re-passed to the hospitals or medical programs. Example , the Brazilian govern is not paying the U.S.A. for the drugs against H.I.V.
