Virginia Lottery retailers refuse to sell tickets to draw attention to skill games amendment
No disagreement from me that the government needs to regulate all forms of gambling in the state. 35% seems monumentally excessive however. That's a case of trying to protect the lottery, rather than a logical fee. So I agree on the regulation, but I think the fee should be smaller. (Incidentally I think they take too large of a cut on the lottery too, so you can see where my mind is at on these things.)

Oh wow, a Karen Nathan hypothetical. I had completely forgotten about these. I would obviously pay back the $10. If I would split the prize depends on who lent me $10. To be honest this is a tough one because out of superstition I would never borrow money to gamble in the first place. It's bad luck. So is picking numbers off the license plate of a hearse. Gotta get your numbers and gambling funds from clean sources.

Verbal contracts to share a potential lottery win/gambling related are impossible to enforce in most jurisdictions. It is based on indefiniteness, etc. and there really is not an offer and acceptance as in a contract. Now, if it concerned a married couple, that is different since it would be property acquired during a marriage.
