Betting tout: Especially in horse racing, a tout is a person who offers advice on which horses to bet on, sometimes for a fee
That's one definoition. way before computers and the internet toutts used to hanbg around racetracks having 'tout sheets' printed up 'predicting' every horse in a race as the winner.
