I've read about people who had systems that consistently win money like the Michigan couple that traveled to Massachusetts to play their WindFall game when ever it rolled down. Their system wasn't a secret, it just took lots of money and they were spending $300K on tickets. Folks like that wouldn't be taken serious even if they did post at LP. Sounds like you're looking for a system that requires little money and wins a lot. Probably players with that mind set are posting their best systems,

There are players out there with plenty of cash to spend that are looking for such a plan/strategy. Remember the news story about the Michigan couple traveling to Massachusetts to buy $300K worth of tickets when their lottery rolled-down and the jackpot could be split among the second prize winners?

I define a winning system as one that always wins more than it cost to play regardless of the numbers of lines it requires you to play. Do such system exists? The couple from Michigan that traveled to Massachusetts to play its lottery during its run-down had one and they were willing to spend $300K to make it work. The game was eliminated once it was exposed that someone was could actually use such a system. Such system usually require too many lines to be played before the next drawing.

That doesn't seem to have been the case in Massachusetts with their roll down scheme that allowed big spenders to guaranteed themselves a big win. While states want to maximize their take of lottery money most include multi-state games which compete with their local games and players are aware of risk/benefits and odds/payouts of all these games. Massachusetts only has one pick 4 drawing and no pick 3 draws their game is set up like that because there state wants it like that. the rest of the states pay outs are fairly standardized. You can lobby all you want but the payouts are structured they way they are because it brakes down mathematically with the odds. Why would they make the odds in the favor of the players.
