The jackpot must be won. They do a Must Be Won Draw. During the draw if no one matches all the number (Match 5 plus 2 stars), they move to the second tier (Match 5 plus 1), if no one matches the numbers in the second tier they move to the next (Match 5) By that point there will be a winner(s).
