I would argue that the 48 straight hits are spread across multiple states and one can't be in all those states at once to play. The total pool of numbers is around 600 sets. There are 12 in a row and 50 rows. So if out of the 600 sets of pick 3 only one hits for a particular states drawing. That's not predicting - that's just luck. I think you are getting a little mixed up. The 36 second prize winners each got 1M because each bought their own ticket. So there were 36 tickets that had the same numbers. In a lottery pool of say 10 people. You won't buy 10 duplicate tickets for each member. So if in your collection of tickets one wins the second prize.
