What is the cut-off time
The cutoff time is 1 hour before the drawing time listed on the Game Information page for the game. Maybe I should make that clearer on the Post Predictions page, because you're not the first to ask.

I think what RJOh is talking about is that Lottery Post members who want to track their systems post their predictions on the Predictions Board, which is a fantastic way to not only track hit statistics, but also looks at dollars (money spent vs. won).
