Lol that you're saying california has a higher population than China or India combined is totally nuts. If the lottery were rigged, it would be so california and Florida dont win. I don't believe the lottery is rigged (at least the non RNG games). But, I will say that this is the 2nd time that Powerball has had to delay results. The 1st time this occurred, there was a huge drop off in the rate of sales, and they still haven't recovered that volume from one draw to the next.
