Regarding your sentence, Suppose that they had found a way to actually program daily numbers into the RNG program to come out on specific days... , Eddie Tipton did that, and it's extremely well documented at Lottery Post. He did that on computers like the ones you described in Delaware. They all claim to be not connected to the internet, but that does not stop an insider. I hear what you are saying, but if what you say was true, that would mean that all the security personnel as well as the auditors, would either be in on the rigging or they just look the other way.
