Winners can have lawyers create LLCs or trusts to make it difficult for the public to figure out who won, but lotteries don't payout jackpots without knowing who the actual winner is. Beyond security reasons, there may also be tax reporting requirements.

What????? I know of no monthly bill like internet or electricity tied to income in any state and which could be affected by a $5 k win. Do you have documented examples? $5000 could possibly affect Medicaid, low income housing, child support and Social security if you claimed before your full retirement age.

What would be a reasonable cut off age where one says, heck no, am taking cash I don't think that whether or not you expect to live long enough to collect all of the payments is a good reason for making the choice between cash and annuity.
