You can add Wyoming to that list. According to their lottery website, they will allow you to remain anonymous.

I thought it was six? All those you mentioned accept for Wyoming. At least that's what I've heard for awhile. Wyoming's website says you can remain anonymous. Please check it out under the website's FAQ.

I think it is Wyoming you are speaking of and I believe it began in 2013. Utah citizens are buying in Wyoming so it is affecting Idaho sales. Other than that not sure how they are doing.

Most numbers games I've come across top out around 55%-58%, such as PA Treasure Hunt and regional game Cash4Life, with the exception of Wyoming Lottery Cowboy Draw, which has a 68% prize payout - highest I've ever seen for any lottery numbers game. In contrast, instant tickets typically payout 60%-75%+ and sell very well. Higher paying numbers games, presumably, would too.

A state with both anonymous + No income/lotto tax is THE best. Looks like Delaware and Wyoming are good bets.
