Today ends my scratch off days.
I hear you, and agree with some of what you're saying, but scratch-offs are like anything else: when played in moderation you can play for the enjoyment of it. People who burn through scratch-off after scratch-off -- scratching them in the store or in their car in the parking lot -- are missing a lot of the enjoyment of the game. It's like chugging a six-pack vs. enjoying a nice micro-brew with your meal.

Hopefully you spoke with the manager after that. Hopefully you called the state lottery to complain after that. When enough complaints pile up on those two things, something will be done.

Is this legal?
At the very least it is ethically wrong. Would the person do that if the store manager were standing there? Probably not. This the kind of unacceptable act that should be reported to the lottery, so that would be my recommendation.
