Is it possible/legal to get a kickback from retailers?
If you go on the California lottery website and click on retailers you can find out exactly what they get. If you were a retailer would you want to split your bonus with a customer? If you were getting 6%, why would you want to give up half of it?

Avoiding Scams with Store Employees
I hardly ever buy scratch offs, but there are a few things that you can do for other games. 1) Always check the tickets yourself. Stores that sell lottery tickets but will not pay out winnings
7/11 by me, I have no problem cashing tickets. Occasionally they will ask me to wait a few minutes till the timer on the drop safe allows them to open it. If I'm cashing a large amount at any store and they ask me to come back the next day, because they don't have enough cash on hand, I can do that. If a store won't even cash an $80 box ticket, then I won't go there.

Are we at the mercy of the store owners and cheating clerks when it comes to scratch of tickets ?

Have you ever had a store clerk split the cost of an Instant?
You should report his ass ASAP. If you had turned around and walked out, chances are he would have tried the same thing with somebody else. Bottom line, you came into his store to buy lottery tickets. The store already gets a cut of all tickets sold or cashed. As you said, he separated them and asked which one do you want? He knew something was up. He probably wanted to buy the ticket himself, and offered to split it with you in hopes you wouldn't say anything about him refusing to sell it. I

This is why I tell my Grandkids to "PAY ATTENTION".
That's a tough lesson there. That is why I always use play slips. If there is a mistake, then it's all my fault.
