Tucked into the depths of Pennsylvania Governor Tom Wolf's first budget plan is a proposal to tax lottery winnings over $600.
The newly-elected Democrat Governor's spokesman says that California and Pennsylvania are the only states with income taxes that exempt lottery proceeds. Some states have no income taxes, and those states also do not tax lottery winners.

Third state to offer game; Virginia starting in May

Ticket sales are underway for the new Pennsylvania Lottery Cash4Life game, a multi-state game offering a top prize of $1,000 a day for life and a second prize of $1,000 a week for life.

Lottery ticket in get-well card wins man $7 million
A Pennsylvania man is feeling very well, thank you, after he won a $7 million lottery prize from a ticket that was enclosed in a get-well card from his father.
I don't play the lottery at all, but my father is a retired hospital administrator-turned-avid Lottery player, Joseph Amorese of Easton, Pennsylvania, said, according to the New York Lottery.
Amorese's father sent the $7 Million Golden Ticket scratch card inside a greeting card, while Amorese recovered at home from surgery.

Dozens of 'dead people' collected NJ lottery prizes last year
Nearly four dozen New Jersey lottery winners collected their prizes with false Social Security numbers belonging to dead people, according to an audit of the state lottery system.
The audit also found that the lottery missed out on recovering $890,000 that winners owed in taxes and other obligations for the fiscal year that ended last June.
The report, released Wednesday, said 680 people who won at least $600 presented potentially invalid IDs from July 2013 to July 2014.

Technical difficulties wreaked havoc with Thursday evening's Pennsylvania Lottery drawings, forcing the Pick 4 and Pick 5 drawings to occur after the telecast ended.

Pennsylvania House passes bill giving Lottery odds and prize flexibility
The Pennsylvania House has voted 195-1 to send to Gov. Tom Corbett a bill that Pennsylvania Lottery officials say will give them more flexibility in setting player odds and prizes, increasing sales in the long run.
