IL has 15 ball sets and 15 machines. Each ball set and each machine are chosen at random using one of the machines and ping pong balls. The balls are weighed, the machines tested several times, etc. by the accounting firm that oversees the draw. The process starts a couple hours before the draw. (I know this from an ex-stagehand for WGN who worked the lottery.)
I don't think it's machine or ping pong ball bias....but rather number bias. Like four4me said, you would get similar results using a paper bag and bottle caps.
If we understood how and why number biases come about, we'd be able to beat the lottery.
