I am in receipt of your recent e-mail to the Hoosier Lottery.
 
The Lottery made the important decision to use computerized draws for
several reasons.  As you know, the odds of 4 distinct numbers being
drawn in any order are approximately 1:416.67.  Depending on the year
(leap year, etc.), there are approximately 679 drawings for Daily 4
throughout the year.  Therefore, one could argue that they should expect
to see a certain set of 4 distinct numbers come up in any order at the
rate of 1.63 times per year.  Some years, you may see those numbers
once.  Some years twice.  Some years, it may even happen more than twice
or never at all although this would be less common.  The frequency has
nothing to do with computerized draws or ball machines.
 
Keep in mind too, that for every time your four numbers in your example
do not get hit, another set of 4 numbers does, and every set of 4
distinct numbers has the same odds of coming up.
 
Each computerized drawing machine is rigorously tested and must be
certified as "random" by an independent firm.  The Lottery has no
relationship with this outside auditor.  Lotteries across the world have
adapted to computerized drawings because of the costs associated with
maintaining ball machines.  Also, the ball machine is more heavily
reliant on humans which makes them prone to human error.  There have
been many instances in states where a ball machine fails, a ball gets
stuck, etc.  I have even see it where a ball gets left out.  That is bad
for players and the Lottery alike.
 
I think if players saw the rigorous procedures we went through to
certify the computerized drawings, the more comfortable and confident
players would be vs. the outdated use of ball machines.

      That statement (by the Hoosier Lottery) is insane.  They want you to see their advanced equipment?  Well, Jim695 has already reported that it's a couple of creaky old PCs using a random number generator downloaded off the Internet.  I wonder if that's the "rigorous procedures" they're talking about.

      Saying that ball machines are more prone to error is rediculously stupid.  Everyone knows that computers crash all the time, and that humans are involved in computerized drawings as well.  In fact, I believe it is easier to mess up a computerized drawing than a mechanical drawing.  Lotteries screw up their web sites more than anything else, and their web site is the most technology-oriented thing they do.

      The cost savings (as shown in other parts of this web site) are also dubious arguments.

      The whole computerized drawing thing is a bad idea that should be drop-kicked.

          If I knew what factors they used to calculate the "random" number, I think I would be able to combine those factors and generate several patterns or sequences to match with the existing ones. Then things would look 'predictable' to me.

          Well, I do not know what factors they have used, but how about the engineers who design the algorithm?

          A real test would be to run two machines to generate those "random" number with same algorithm and find no association at all.

            I think if States really wanted to save money on the pick3 and pick4 drawings, they could combine with other States in the same time zone and have one televised ball drawing for all since most have their drawings at about the same time.  Then there were be no questions about which State had the best random number picking system and States that wanted to add one of those games could do so with less cost.  If that worked then States with a 6/49 game could do the same also.  The only ones that might not profit from this idea are the Internet betting services which encourage gamblers to bet on several States pick3 and pick4 games every day.

                WHAT A CROCK OF SHE-ITE. " ball machines are more heavily prone to humans", christ, what about all the people who set and maintain the computor? what happens when the computor shuts down, what do they do then "pull the numbers" out of a freekin hat??

                  there was a rumor that a lady played 10 bucks straight on pick 4 in indiana and won 50,000 dollars!    i think it was the first time someone won this millenium!

                    I think she was the only one that won straight too. I would almost bet thats the first time that has happened.

                              all you guys would need to do is print out the e-mail, and if they try to deny you the chance to see the drawings, you threaten to blow the whistle to the media. their biggest fear is that their cover will be blown.
