Winsum is trying to show the power when at least 3 digits or 3 sums are missing at the same time. When they all 3 miss hitting for several days together. This is sort of rare for 3 to miss all at the same time. True for digits or sums. That's why most states only have one or two digits missing now on the list. Almost none miss all 3 sums for a long long time. That's why there are so few listed. When there are situations where all 3 sums miss together for a long time a hit is extremely close.
It means your digits 7 and 9 are your oldest missing digits. You do not have 3 missing together long enough to qualify as an alert.
Sums wise SC only has one Sum missing for any long length of time and its Sum 3. It also is no big deal. Just the oldest one for now.
The states that are missing 3 digits all at the same time for a few days are the best . It means that there is high confidence that one of these 3 will show.
Same for Sums. When all 3 sums are out at the same time together for a long time they are very close to a hit.
Otherwise, if only one sum or one digit is listed next to your state it just means they are the oldest ones. The oldest sum or digit. Which is still useful but its not any where near as good as all 3 missing together.
The Key factor here is the time. Time is the key. If all 3 are missing for a certain long amount of time it works the best. Winsum has tried to set this special amount of time so it works at the right time. Right now it looks like 5 miss days for all 3 digits.
If you want something you have never had, then you have to do something you have never done.
