We all know about Florida's new law requiring at least 60% payouts on all games. And I got to thinking, what if other states did the same thing? So I'm going to start a series on what I'd do to certain state's games if they had to raise their payouts to 60%. Let's start with my place of residence, Pennsylvania. Keep in mind I'm just increasing payouts. The games other facets will remain the same.

Match 6

Put the extra 10% in the jackpot. That would increase the avg. roll to $200,000 instead of $100K.

Lucky For Life

Increase the top prize to $4,500/month or $54K a year. Also change the instant win from a 1 in 20 chance at $10, to a 1 in 25 chance at $15.

Cash 5

Put the extra 10% in the 2/5 prize, and pay out $2. 

I'll do some other states later. Maybe New York (they really need some higher payouts).

    Pick 10

    Change the top prize from $500,000 to $1,500,000.

    Take Five

    Change the 2/5 prize to $1 cash (on avg.) and put the rest of the extra money in the top prize.

    •    Avg. 4/5 Rolldown Prize - $955

    Lotto

    A 60% payout would be a radical change here. The jackpot still gets 30% of sales, but the lower tier would be distributed thusly.

    •    Match 5 + Bonus - 17.5% of prize pool - Avg. Prize $394,000

    •    Match 5 - 7.5% - Avg. Prize $3,250
    •    
    •    Match 4 - 7.5% - Avg. $50
    •    
    •    Match 3 - 17.5% - Avg. $5
    Don't tell me that wouldn't be a vast improvement!

      O.K. Now it's time for Massachusetts.

      Mass Cash

      It already pays 56%, so it was tough to figure what to do with just an extra 4%. So decided to have a free ticket for matching 2 numbers. But then I had to bring the 4/5 payout to $200 to bring the payout down to 60%.

      Cash Winfall

      Already 60%, so no change needed.

      Megabucks

      Change the Match 3 prize to $2. The jackpot cycle shouldn't change with that new prize.

          How about you tell us what you would do with an extra 10% in the prize pool, how about everyone does that. As for just6's request, I think I can do that now. The California Lottery, with bigger payouts.

          CA Super Lotto +

          Change the Avg. Mega Only Match prize to $3, and the 1+Mega prize to $4. And allocate 4% of sales to the Match 5+0 prize (up from 1.5%) to an avg. prize of $63,000.

          Fantasy 5

          Change Minimum Jackpot to $100,000 (with avg. roll of $70,000), and add $1 avg. cash prize for matching 2 numbers. 

          Daily Derby

          Change avg. Race Time only prize to $100, and the avg. roll should also increase to $5,000 at a time, with a minimum of $40,000.
