Chances are the same each draw for each position, you have 1 chance in 10 for any digit to be drawn in position 1, position 2 and position 3.
Probabilities are a different story. If a single digit has not been drawn in any position in 10 draws , then each draw after 10 the probability of that digit coming will increase.
In a negative expectation game, such as lotto, then I think (IMHO) the gamble should always be given to the best probability of an event.
There are several of such events in lotto; such as 6 or 7 even or odd digits falling consecutively, a single digit missing for 20 or more draws, etc.
I try to find the high probability events to place a wager. I do not know of a system that does this.
