IMO, combining 2 pairs is probably the best and most inexpensive way of playing the Pick-4.

There are 6 pairs (not 8) in Pick-4 combinations like 3706. (24-way boxes)
37 and 06
30 and 76
36 and 70
In double combos like 1123 (12-way boxes) there are 4 pairs.
11 and 23
12 and 13
Triples have 2 pairs and double doubles have 3. If you're counting how many times a pair hits over a period of time, you could consider the 12 and 13 as hitting twice.
On average (based on three 12-way boxes and three 24-way boxes), you should expect to see 30 pairs on any given 6 consectutive draws. Last week's Ohio Evening Pick-4 draws as an example:
Mon. 5/15: 6173 (61-73) (67-13) (63-17)
Tues. 5/16: 7862 (78-62) (76-82) (72-86)
Wed. 5/17: 7822 (78-22) (72-82)
Thur. 5/18: 5924 (59-24) ( 52-94) (54-92)
Fri. 5/19: 5039 (50-39) (53-09) (59-03)
Sat. 5/20: 4174 (41-74) (44-17)
5 of those pairs fell twice for a total of 27 different pairs. Will 2 or more of these pairs combine the following week?
Mon. 5/22: 8294 (28 from Tues and Wed) (49 from Thurs)
Tues. 5/23: 5734 (37 from Mon) (45 from Thurs)
Wed. 5/24: 1526 (16 from Mon) (25 from Thurs)
Thur. 5/25: 2854 (82 from Tues and Wed) (45 from Thurs)
Sounds easy, eh?
However unless you want to wheel all 702 possible combinations, a way to predict which pairs will repeat and combine is needed.
Any suggestions on finding 2 or 3 key pairs?
