I suspect you are correct. However, as you and I have seen over the years this scenerio can have some unforseen outcomes.
Suppose the holder of a ticket was to sell it to a friend because he was experiencing a temporary funding problem, or he lost his job and needed to buy food or any number of other set backs requiring some instant cash. Further, lets say they he had 5 of the raffle tickets at $20 each to sell and sold them at face value for $100. No let us complicate the issue, suppose that two of the tickets hit in January of 2007. One hits for $10,000 and one hits for $1,000,000. Wow, what a deal the friend got and he may have been only doing a favor for the down and out guy. Now the down and out guy hears of his friend's good fortune and goes to the lottery commission saying they were really his tickets and his friend just loaned him money against them. The lottery commission says, whoever has the tickets and signs them and has proff of who he is gets the dough. Now the down and out guy sues his friend for the money, not half but all because he still contends that the sale of the tickets was really a loan and he would be more than willing to pay back the loan immediately.
So now the lawyers have it and they play with the case for a year or two and finally decide they can not milk any more dollars out of it and convince the down and out guy and his friend to settle the case by spliting the money. After all the legal fees are paid and the income tax is taken out by the lottery commission, each guy probably ends up with maybe $50,000 to $75,000 and once again the lawyers get to go buy new cars and take big trips, etc., etc,
Think this is far fetched, think again.
One final thought, one could get into some trouble if one were to sell the tickets for more than face value to someone say, who felt really lucky and had not purchased any due to missing the ticket sale deadline. This could be considered ticket scalping and in some states it is illegal. If one is caught and convicted the end result could be some heavy fines and some jail time.
