    Illinois, single ticket for each game.

    Play 3 pick 3's, you get 3 tickets.  

    Those who run the lotteries love it when players look for consistency in something that's designed not to have any.

      No pick 4 in Idaho.  Pick 3 is 5 per ticket.  You can get 30 multi-draws.  Top prize is $500 on a $1 bet or $2500 on a $5 bet.
