2nd Chance Drawings: Does anyone know...

When Illinois has 2nd chance drawings it's at least $30 in losing tickets for an entry.

Just for curiosity, does anyone know if someone who sends in 3 $10 scratchers, for example, would not have as many entries as someone who sent in 30 $1 tickets, be they scrathers, pick 3, pick 4, etc...

(This time around they are taking all tickets, sometimes it was just scrathcers)

Or do they just take one ticket per every envelope sent in?

Those who run the lotteries love it when players look for consistency in something that's designed not to have any.

    Each envelope containing $30 of losing tickets is one entry.  It doesn't matter the denomination of the losing tickets.  It only matters to the player who has to fill out the back of each ticket...and that they MUST do...by hand...no return address labels, etc.

    In IL for the last three years they have included all online tickets and select scratchers.  The scratchers must say they are eligible for the second chance drawing...many of them are not eligible. 

    I believe that the envelope containing the losing tickets is what goes into the drum, not the tickets...if it's picked then it is checked for eligibility compliance.

       To enter by mail, players must submit a minimum of $30 worth of non-winning Illinois Lottery “Million Dollar Summer” instant tickets (Game #’s 517, Go-Fer the Green; 518, Summer Splash; 519, Pot O’ Gold; 520, The Price is Right™; 521, Hot Spot Summer; 522, $75 Million Mania) and all on-line game tickets (Lotto, Little Lotto, Mega Millions, Pick 4, Pick 3, Pick ‘n Play, summer Millionaire Raffle) dated from April 1, 2007 through August 31, 2007.  The player must:

       

       

       

      • Write* his or her name on the back of all qualifying tickets being submitted as an entry (only one name per ticket and per entry);

      • Write* his or her address and a daytime telephone number on the back of at least one of the qualifying tickets;

      • Place the non-winning ticket(s) in an envelope no larger than 6” x 9 1/2”;

      • Mail the completed entry to:

        Thanks for that info C-T.  I'm going back to using preprinted labels then.  What a relief for my arthritic hands!

            I just went to the wesite for the address to send the entries.  Right above the address is this statement:

            Enter by Mail

            this image is not used for navigation  To enter, players can send $30 in non-winning instant tickets from the “Million Dollar Summer” ticket suite and or online tickets with the contestant’s name, address and phone number on the back of each non-winning entry ticket to:

            Enter Online!

             

            There is a conflict betweeen the official rules and this statement.  I am going to continue hand-writing all info on each ticket just to be safe.
