Nevada also has casinos and no lottery.
Casinos don't want the competition (when they can prevent it), they see lotteries as a threat.
A lot of the Midwestern and Mississipi casinos are owend by Nevada and Atlantic City corporations, picture a giant mechanical octupus reaching out from those two places with tentacles that go to different locations, and those tentacles are like the tubes at the drive - thru windows at a bank, collecting money and sending it to Vegas and A.C. (And A.C. has lotto!)
The states that have both seem to be doing fine with both so the anti-lottery rules seem ridiculous, all they do is push people across state lines to go play lotto.
Those who run the lotteries love it when players look for consistency in something that's designed not to have any.
There is one and only one 'proven' system, and that is to book the action. No matter the game, let the players pick their own losers.
