You have to have a verified bank account or credit/debit card attached to your PayPal account if you want to send someone money. PayPal does not utilize any other funding method such as Western Union.

verified accounts lift the limits (how much you can send and recieve).

I got a free checking account at my bank (opened with $7.50) and verified that ;-)

You can also use a credit/debit card to load funds to paypal... or to make a direct payment to someone. (shields your card info)

I don't see western union in their FAQ database...

Can't you just send money from paypal, and it is then deducted from your bank? That is what I do, as I do not leave my money in my paypal account long. I generally transfer it to my bank.
