The only way that I know of is to convert that image format (jpg) into BMP (Windows BitMap) using a program such as the freeware called IrfanView and then using The Windows program called Paint it is part of Win98SE and maybe also other operating systems, draw your arrow into the picture with it, then save it, then load the picture into IrfanView and reconvert it into the .jpg picture file format.
I advice that you load your picture into ImageShack the free inmage hosting service and let somebody else do the work for you, post the direct link to the image file on the ImageShack server, let somebody download it, draw the arrow for you, let the person post it and you download it from there.
Or just email the picture to somebody and tell them what the arrow should be pointing at, how big of an arrow and what color arrow you want.
