I think it has to do with the elected official of a state's Lottery Commission. They're usually Conservative Republicans and that's the problem!
In Texas, we have Lotto Texas and it moves at the same slow rate and has been mired in corruptions when these, forever-changing officials comes in and try to increase the odds to make it harder to win (and one the elected Republican offical actually said that !!) to ensure more profits.
When the citizens of Houston learn about the corruptions, Lotto Texas took a nose-dive in sales and never recovered since. Those dishonesy Republican officials was deflating the payouts while advertising a false amount it never had.
