Usually those kinds of problems are caused by the person's ISP (Internet Service Provider), when they cache (save) old web pages and deliver them to the person instead of always delivering the latest web page that the site is publishing. Someone experiencing a problem like that can simply clear out their browser's cache, and things usually return to normal. (Instructions are in the help forum for someone who doesn't know how to do it.)
Also, pressing Ctrl+F5 can often be used to force the ISP to deliver the latest page instead of retrieving it from a cache.
This is the reason that people with a bit of technical knowledge avoid companies like AOL like the plague. AOL (and some others) are absolutely terrible about delivering old web pages, and there's not much a web site (like Lottery Post) can do about it.
Lottery Post does not do anything unusual in its delivery of web pages. If the person was a car enthusiast instead of a lottery enthusiast, and visited an automobile community (forum, blogs, etc.) every day instead of Lottery Post, they would be experiencing these problems with the auto site, just like they occasionally do here. And the same advice I'm giving about clearing out their browser cache would clean up the problems they would be having there.
The point is, if you use a crappy ISP like AOL, you're going to have a crappy time. Simply invest in a real Internet connection (such as cable or DSL service), and don't use a "nice" front-end like AOL (just use a regular Web browser) and you'll have the same great experience as everyone else.
