      I think they see what is played before the draw ,then play the lowest payout...

            Did anyone read today's Tennessean.  The answer for the low payouts lies in the Lottery Scholarship article.  In a nutshell it says that there isn't enough lottery money to pay for scholarships due to an increase of lottery payouts on the instant tickets.  Soooooo, Pick 3 payouts are gonna stay low probably until more revenue appears.  The Stimulus money isn't earmarked for lottery scholarships.

              Thanks faith.  That explains everything.  Think I probably will stop playing for a while.  TnTicketlosers is more than likely correct when he/she stated "they play the number with the lowest payout".

                  You are correct sir...as the drawbreak used to be 12 minutes before the draw ..then w/ RNG and without telling cash3 players         TN changed the drawbreak to 1:10 est and 7:10 est ...28 minutes  before the draw....the argument is that KY pays out more than TN and I do think more people are playing Ky because TN does not pay its players...You can not compare TN to GA ...many more people play! ....so why is TN the only state having money issues???? they are taking in plenty very poorly managed...good luck C2

                    That makes pick 3 fixed and that is not right, no one should know the number before it is even drawn, this reminds me of the old carnavel games when you try and knock down the bottels with the ball and no matter how hard you try they are not going down!!!!!!

                          Please everybody read this, I got it off a post from the story in The Tennesseen paper about the lottery.

                           

                          In 2007, the Tennessee Lottery replaced it's ball drawings with computer generated numbers.

                          Since then we've seen flaw after flaw after flaw in the Tn. lotterys computer system.

                          Many Tn. lottery customers now believe that the in-state games are rigged to result in zero payouts

                          for weeks at a time in order to create larger jackpots to lure more sales.

                           

                          There is a bill in the Legislature that would restore confidence by requiring a return to drawing numbered

                          balls for cash3, cash4, pick5 and lotto plus games. It is HB0671 by Rep. Debra Maggart and SB0654

                          by Senator Paul Stanley.

                          Until the Tn. lottery restores live ball drawings, players will remain suspicious of it's programmed

                          computer drawings.

                           

                           

                          Now, I must have read 50 posts to the story about the lottrey and 99% have lost faith with the way it is being run at this time.

                          So I think many players are on the sideline not spending money on this thing, so we are not alone when we voice our concrens

                            My opinion -- I don't think they know the exact #; rather, the 28 minutes gives the programmer time to analyze/compile/compute the #'s being played and the probable payout of those numbers, then set the rng to pay out whatever the monetary amount for the day most likely removing the high payout #'s if they want a low pay and vice versa.

                            The balls can be monitored, but I think it has to do with the weight on the ball.  Remember, all lottos are gonna make a profit; TN's has simply gone down hill.

                              I read something about this in today's newspaper.  They said that people have slowed down on playing TN's lottery.  As far as that commercial goes about TN paying 1 million per day..I don't think they pay out 1 million per month.  I wonder if Rebecca is going to get a bonus this year.

                              If you know your number is going to hit, have patience and then KILL IT!
