No it isn't.  Tons of small businesses do it and it's totally legal.  You actually lose money if you charge something that is small.

As in my original statement, yes its true. Until you actually investigate this (which I have ), you'll be surprised that I didnt say it was ILLEGAL, I said it goes against VISA Merchant policy. PLease be so kind as to investigate with Visa before chiming in .Which card issuers did you contact to get your inaccurate information? WHilst its true that tons of business's try to fool the public by establishing this guideline its not acceptable by Visa Standards. You're welcome to send a message and I can provide the link.
