I prefer to budget my $$.....so I think about it over several rounds of playing, not just that one time.
I combine the odds with the number of unclaimed prizes. So, without knowing the actual number of unclaimed prizes above, I can't give you an answer.
But, in theory, I like to play more and take the winnings to move up to the NEXT ticket price and play the ones with the best odds.
So, with a budget of $10, I would start at the $1.00 or $2.00 games, pick the game at that price point with the best odds and MOST number of outstanding prizes.
Then, play one ticket at a time, if I'm a winner, I take that $$, plus what ever I have remaining and move up to the next price point. If I don't win, I buy the next ticket at that price point.
When I win, I either ROLL my winnings up to the next price point and try to win there (with the best odds & overall greatest # of prizes remaining); OR I'll pocket that $$ and use it as my budget for the next several days / weeks of playing.
This worked well for me as I've won $100 several times and rolled it and won $500 on a higher priced ticket with better odds. I ended up banking that $$ and it paid for me to keep playing for a while.
I will say that the hardest thing to do with this strategy is 1) pocket the cash when you hit and 2) buy ONE ticket at a time. When I hit for $100 the first time, I thought "wow, my luck is good today"...then I went back and bought 10 more $10 tickets and didn't win a thing. Wasted my winnings! I would have been better off going up to the next higher priced ticket OR pocketing the cash for another day and let someone else buy the losing tickets right after the winner.
The nice thing about this strategy is that you do get to play a lot more than just buying a bunch of the same ticket all at once.
PS - you can't find the maximum prize values in a given pack, only the odds per prize for the overall game on the state's lottery website.
As for a 'hot stack'....there really isn't such a thing. The cards are all printed using mathematical random formulas, so your best approach is to try to tackle the games with some strategy & info on overall odds & prizes remaining. At least that way you're not spending your $$ on tickets that have bad odds, or worse, no prizes remaining!
