I'm sure every state has their own budget so that would be hard to tell.

      N.C. spent $11 million in 2008.

      http://www.lotterypost.com/news/204468

It also says in that story that "the lottery'sadvertising budget is limited by law to 1 percent of gross ticket sales." This means that estimated they had around $1.1 billion in sales that year, so if other states also use 1% of their lottery sales, if you can find lottery sales for each state you can estimate how much they will have spent (NOTE: NC actually had $1.08 billion in sales that year).

Texas had $3.79 billion in 2009 which, using the 1% that NC uses, estimates to $37.9 million, though they usually spend about $33 million plus a couple hundred thousand for market research.

California is estimating $3.1 billion in 2010 which would put them around $31 million, but seeing as how Texas' spending is less than 1% then it would probably be mid to upper 20s.

Pumpi, I'm not trying to tell you what to do, but in my opinion I think you should open up a gambling casino in Vegas instead of a stadium for horse racing. Much better profit margin.
