Here in the Marietta, Georgia area, it has been my observation that a very large percentage of lottery retailers are owned and operated by members of certain minorities, especially people of Middle Eastern descent. I have always wondered why this is the case, haven't you? After all, northeast Cobb is primarily white, very close to or above 90%.

I have the answer for you. It is a Georgia law which disenfranchises members of the white majority. If you were to replace the words minority with the word white, there would be such an outcry, and it would make the headlines for weeks. Jesse Jackson would be screaming from every hilltop. But for some reason, we are tolerating reverse discrimination. I thought all forms of discrimination were illegal under the law. It is my understanding that any state law that is in violation of the Constitution is illegal. I thought that there was to be equal protection under the law, but I guess I was wrong. I am going to post the Georgia law that makes it all possible.

TITLE 50. STATE GOVERNMENT
CHAPTER 27. LOTTERY FOR EDUCATION
ARTICLE 1. GENERAL PROVISIONS
O.C.G.A. § 50-27-16 (2010)

§ 50-27-16. Bonding requirements for vendors; qualifications of vendors; competitive bid requirement

(a)(1) Each vendor shall, at the execution of the contract with the corporation, post a performance bond or letter of credit from a bank or credit provider acceptable to the corporation in an amount as deemed necessary by the corporation for that particular bid or contract. In lieu of the bond, a vendor may, to assure the faithful performance of its obligations, deposit and maintain with the corporation securities that are interest bearing or accruing and that are rated in one of the three highest classifications by an established nationally recognized investment rating service. Securities eligible under this Code section are limited to:

(A) Certificates of deposit issued by solvent banks or savings associations approved by the corporation and which are organized and existing under the laws of this state or under the laws of the United States;

(B) United States bonds, notes, and bills for which the full faith and credit of the government of the United States is pledged for the payment of principal and interest; and

(C) Corporate bonds approved by the corporation. The corporation which issued the bonds shall not be an affiliate or subsidiary of the depositor.

Such securities shall be held in trust and shall have at all times a market value at least equal to the full amount estimated to be paid annually to the lottery vendor under contract.

(2) Because of certain economic considerations, minority businesses may not be able financially to comply with the bonding, deposit of securities, or letter of credit requirements of paragraph (1) of this subsection. Notwithstanding any other provisions of this subsection, in order to assure minority participation in major procurement contracts to the most feasible and practicable extent possible, the chief executive officer is authorized and directed to waive the bonding, deposit of securities, and letter of credit requirements of paragraph (1) of this subsection for a period of five years from the time that a minority business enters into a major procurement contract for any minority business which substantiates financial hardship pursuant to the policies and procedures established by the board.

(b) Each vendor shall be qualified to do business in this state and shall file appropriate tax returns as provided by the laws of this state. All contracts under this Code section shall be governed by the laws of this state.

(c) No contract shall be let with any vendor in which a public official, as defined by Code Section 45-10-20, has an ownership interest of 10 percent or more.

(d) All major procurement contracts must be competitively bid pursuant to policies and procedures approved by the board unless there is only one qualified vendor and that vendor has an exclusive right to offer the service or product.

How they get away with this is a question that I cannot answer. Now I will go ahead and call it ahead of time: Someone on this board is going to accuse me of racism, for pointing this out. This law is a gross MISCARRIAGE OF JUSTICE, this state sanctioned de-facto racism. The only thing is that it is against the majority read "white" people here, so nothing is being done about this. No one cares if the majority is discriminated against, only minorities. According to Georgia state law, reverse racism is not only permitted, but it is encouraged. Why are we tolerating this?

It really doesn't bother me that much at all. It is just a point of curiosity more than anything else. I had made that observation, and wondered why that is the case. I was just looking at Georgia laws relating to the lottery, and I came across this, and it pretty much solved the mystery. I am sure that other people have noticed, but have been afraid to say anything, out of fear of being labeled a racist, or being politically un-correct. I hauled cars for him, and he wouldn't usually tell me what the trip was going to pay before I was already committed to it, then it would turn out be contrary to our initial agreement. I finally quit after being away from my family in Florida for a week, in a truck that had no sleeper. After I paid for my own hotels, which he refused to pay for, I was making less than minimum wage. That is only factoring my working hours, not the overall hours that I worked. I was responsible for the truck and all 7 of the cars on it, so I never really was off. There really isn't allot to do that has tractor trailer parking, and I certainly wasn't going to rent a car. I thought about driving around town in one of the cars I was hauling, but I decided that would go over like a lead balloon if I were stopped by law enforcement. He was white.

I am just pointing out that most slick con artists are nice people, just like this guy, and just like my former boss. They understand that you catch more flies with honey than vinegar. I didn't want people to get the mistaken impression that the owner of the station in question was a minority, because he was white. In retrospect, I probably put this thread out at a bad time. It was very bad timing indeed. I just happened across it while reviewing Georgia law. This just proves that con-artists come in every color.

Here where I am from, there are more white retailers than minorities. I think it is just a matter of choice. Some people may not feel that they can make a living running one of those stores. Also, you have to worry about being robbed or your clerks killed or whatever. I don't think most folks want to be that close to the worksite. Also, I was talking to a guy from Africa that operates one of those stores. He got his store by going through the oil company that owned the property and held the bond. I think that that is how most folks do it...that is how they get around the bond issue. He did have to put up some money but I don't know how much it was. He told me he clears roughly 4-6 thousand a month after all of the bills are paid. That is a good living for someone who has business sense and no college education. Also, in most of those "foreign" countries many people do own their own businesses regardless of how small they are so when they come here, they do what feels "normal" to them. The biggest lottery retailer on the KY side is white. They had to lease their building from the hospital who owns that particular lot and building. They also had to have some sort of bond. Most folks don't have 100,000.00 laying around to use to get into a business like that. So the store owners just may be leasing the property from a larger company. They pay rental fees every month and all of the upkeep for the store.

If you know your number is going to hit, have patience and then KILL IT!

You never know when you will get another hit.

This may get heated. Hauler I know what you're saying and probably didn't mean it to go this way but I have a feeling it will be considered a

racist topic.

I have to say, now that you mention it, that quite a few of the mini-marts and tobacco shops that sell lottery in the largest city near me seem

to be of Indian descent.

Quite a few are doctors too though.

I started this thread because I think it does need discussion. It would be struck down immediately if it were in the reverse, now wouldn't it? That is a fact, and my observation. Are you calling me a racist? If you are then I get extra points for calling it in the first post. This law is racist, and I am just pointing it out. Just because I make a post mainly out of curiosity does not mean that it is a big deal to me. Do I think the law should be struck down as un-Constitutional? Absolutely, but I am not going to lose any sleep over it, no matter what happens.

There is a very simple reason for the doctors. The biggest is that they can go through medical school much cheaper over there. Their training is not as thorough as what they would have received in the U.S. I have heard many doctors talk about it, and it is a heated topic for them. As a result of their inferior training that is substandard, doctors over here cannot compete for jobs with them in many cases, because they have much more expensive schooling to pay for. I am a truck driver, and I have seen first hand the quality of drivers from Mexico over here, and the horrendous wrecks they have caused. Those trucks weigh 80,000 pounds loaded, and can do quite a bit of damage in a hurry, especially when driven by drivers that do not have the thorough licensing requirements that we have over here. I see them all the time driving broken down rigs that I cannot even see how they could pass as roadworthy in Mexico, let alone the US. Thanks to NAFTA, they are allowed to operate trucks on US highways in some cases now.

They drive substandard equipment in many cases, and cannot even pass a simple inspection. Many of them have been caught driving without logbooks, logbooks that federal regulations require. Driving without a logbook is an extremely serious violation. The trucking companies want to let even more of them over here. The reason is simple. They will work for cheaper than most US citizens. For a driver over there making $5 a week, half of an entry level drivers salary of say 30 cents per mile is big money to them. When larger US companies learn that they can get away with paying drivers 15 cents per mile, they will jump on it. There is even another new trucking regulation to drive almost all experienced drivers out of business, but that is a discussion for a trucking forum. With truckers out of work at an alarming rate, it does not make good sense to let even more foreign workers over here.

I do feel that naturally born US citizens are facing tougher and tougher competition from foreign born individuals. Unfortunately, many of them do not want to conform to our standard of living. Instead, they would have us lower our standards to accommodate them. As I see it, they are coming to our country and need to learn our language and our culture. They need to respect our borders. After all, it is language, culture and borders which define a country, and we are slipping on all fronts.

Racist is the catch-all phrase that liberals use to describe anyone who disagrees with them politically, especially when they object to the violations of the Constitution, committed by our president. Most people that call other people racist are actually the ones who are racist. Just because someone voices an opinion, or points out something does not make them a racist.

Raven, you are confusing me. Are you implying that we are becoming enslaved by an all-consuming ever-powerful government, or are you referring to past slavery in the US or the world? Members of every race have been slaves at some point during history. In any case I will point out that there is not one white person alive today that owned slaves in the US.

I did not say anything about Democrats. I said what I meant, and what I meant was liberals. A former Governor of Georgia, Zell Miller was a Democrat, but he was not a liberal. He was actually very conservative, as some Democrats are. I would love to have him back, and I wish he would run for President.

I am talking about Mexicans (which you forgot to capitalize, so it shows how much really you care). They are one of only two border states. The other is Canada, and no, we do not have many problems with Canadian drivers. We don't share borders with Germany, France or PuertoRico, as examples. US, Canadian and Mexican trucks are the only trucks allowed to operate in the US, period. No other trucks from any other country in South America, or any other continent for that matter are allowed to operate in the US, that is why I specified Mexican. I have no idea about drivers in any other country. We do have some bad drivers over here, but the majority are well-trained, respectable professionals who take their jobs and the safety of the motoring public very seriously. We also have some that are essentially homeless bums who live in a truck and are paid. You have rotten apples in every barrel.

I did not say anything about Democrats. I said what I meant, and what I meant was liberals. A former Governor of Georgia, Zell Miller was a Democrat, but he was not a liberal. He was actually very conservative, as some Democrats are. I would love to have him back, and I wish he would run for President.

I am talking about Mexicans (which you forgot to capitalize, so it shows how much really you care). They are one of only two border states. The other is Canada, and no, we do not have many problems with Canadian drivers. We don't share borders with Germany, France or PuertoRico, as examples. US, Canadian and Mexican trucks are the only trucks allowed to operate in the US, period. No other trucks from any other country in South America, or any other continent for that matter are allowed to operate in the US, that is why I specified Mexican. I have no idea about drivers in any other country. We do have some bad drivers over here, but the majority are well-trained, respectable professionals who take their jobs and the safety of the motoring public very seriously. We also have some that are essentially homeless bums who live in a truck and are paid. You have rotten apples in every barrel.

How is it that I am trying to make others conform to anything? You think that it is OK to hijack a thread because someone dares say something that you disagree with. What I said is a fact, and it is also an observation, but not only mine. I am sorry that not all of us want to conform to your leftist agenda. Some of us can actually think for ourselves. If you think that American workers are not harmed by foreign competition, then you are seriously delusional.

Why do you consider yourself a liberal? What policies do you support or dislike? I would be curious, as you might find that we have more in common than you might assume.

5) Do you believe that teachers and other government employees should be held to the same standard as private employees, and be held accountable for their actions, or do you believe that they should guaranteed lifetime jobs that they can never be fired from?

6) Do you believe that the bailouts of the banks, wall street and the auto industry have helped America or hurt it? Do you think we should just print more money to buy up our bonds and cause the dollar to be worth less, or do you think we should cut spending?

7) Do you believe that illegal aliens are harming America due to the crime and disease, along with all of the social services that they use but do not pay for, or do you believe that they are good for America? Do you think we should keep the porous border the way it is, letting in not only illegal persons, but un-detected terrorists who sneak through, or do you think we should tighten up our border security and deport illegals convicted of serious crimes? Did you know that on average, illegals kill approximately 25 Americans every day, roughly half from murder, and the other half through drunk driving accidents?

8) Do you believe that marriage should be between one man and one woman, just as tradition has been, and God has commanded us, or do you believe in same sex marriages and polygamy?

9) Do you believe that the government should be able to force individuals to buy health insurance, when many of them don't want it, or do you believe that the government should pretty well be able to force you to buy it, and fine you if you don't? Did you know that most of the uninsured have either elected not to purchase health insurance, because they are young and in good health and do not feel like they need it, and most of the others uninsured are illegal aliens? Did you know that anyone can go to the emergency room if they need treatment, and cannot by law be turned away, and that many families have Medicaid, or are eligible for it? No one is unable to get health care in this country if they really need it.

10) Do you believe that the government should be able to take away money from someone who has worked hard all of their lives to earn it by the force of a gun, and give it away to people who are not willing to work? Do you believe that you should be able to keep most of what you have worked hard for, or do you think the government should punish those that have tried hard, and have achieved success? What do you think about the Fair Tax, where everyone would only be taxed only on what they purchased, not on their income, or do you believe that success should be punished? With the fair tax, everyone is taxed the same, based on purchases. If you buy things, you pay taxes, and if you don't, then you pay no taxes. This makes illegals and drug dealers pay their fair share of taxes too. There is no longer any unfair advantage to those who are paid under the table anymore, either. The government sends out vouchers to everyone, and it is the same amount. Taxes rates are reduced for used items.

If you happen to hit win a substantial amount at the lottery, would you prefer to have the Federal Government take out over 25% in taxes as it is now, or would you like to be able to keep that money? Did you know that the vast majority of those "making over $250,000" are actually small businesses, and that $250,000 is the gross revenue that they bring in, not what they actually make in profit. Would you like to be taxed on all of your lottery winnings, or would you like to first be able to subtract the losers? Just because you have a $100 winner for example, does not mean that you made $100 in profit. You may have actually lost money to make this $100 winner, but you just reduced the amount of money that you lost in the process.

11) Do you believe in the sanctity of human life and that life begins at the moment of conception, or do you believe that a full term healthy baby should be allowed to be partially delivered, and then have a needle pierce his or her brain, and then have the brains sucked out? Do you believe in self responsibility, or do you believe that having a child might be an accident that should just be erased by murdering the child? Have you thanked your mother for not having an abortion? After all, if she had just decided that it was "her choice" and "her body", then you would not be alive today? Is there someone who you care deeply about? Now just realize that if their mother had decided to have an abortion, you would not know this wonderful individual?

12) Do you believe in a bigger government, or do you believe that it already is too big, and the size of it needs to be reduced. How do you suppose that we pay for this government? Do you think that perhaps only the wealthy should pay, or should we all sharethe bill? Maybe the poor should pay more, because on a per-capita basis, they use far more government resources such as police, fire and emergency services. They also receive more in government assistance.
