Well, heres the thing. I would hope so, but can't prove it. I've thought about this for a while also.
Technically the FL Lottery would be breaking the law if they advertised the same odds on 2nd run tickets, and they weren't correct.
Another thing I noticed is some games with "2nd runs", just means the Lottery office shipped out the tickets in more than one shipment. Lets say there were 10,000,000 tickets created. The lottery office could distibute half of those and still have 5,000,000 tickets at the warehouse. They can still have those same odds printed and get away with it, even though there is a possibility half (or more than half) of the Top Prizes are still at the warehouse.
So all in all, it's really hard to say how accurate the odds are at any given time. Especially on the $2 Mill Casino action that you mentioned. What I am thinking, is that even though that game is on a "2nd run", the 4 remaining Top Prizes could still be at the warehouse and we wouldnt even know. This game isnt super popular and they could very well be the case.
If that's the case, it's hard to feel like we have been given a fair chance. But they can get away with it per the State laws. Their excuse could just be "well we havent sold the remaining tickets yet due to its lackluster demand"
