Minnesota?

Scared

Those who run the lotteries love it when players look for consistency in something that's designed not to have any.

Lep

There is one and only one 'proven' system, and that is to book the action. No matter the game, let the players pick their own losers.

    Marmots?

Mormons.  I'm guessing you don't have many of those roaming around your parts.

What else is there to do there tho, especially in the winter?  Betcha scratch offs would sell like hotcakes.

Idaho only has 1.5 million, and we support Powerball, Megamillions, Hot Lotto, Wild Card 2, and Double Play Daily draw games.  There's a whole section of marmots in the SE part of the state whose bishops would be mad if they played, so there's a chunk of the population that doesn't play.  Just seems like WY could support one draw game, either one of the big national ones, or Wild Card 2.

mormons, that why i said utah does'nt belong on the list.i have a freind there who sometimes asks me to mail her tickets for PB and MM other times she makes the trip to ID. slc. to ID. border abt what 2 hrs ?

I chose Alabama but was also thinking Mississippi. Can't see Nevada doing one as they have gambling town same with what people are thinking about Utah.
