I am unfamiliar with a mailing of checks to a third party- Banks or otherwise. It must be to the claimant at the address noted on the claims form for PA.
I did win well when I traveled out to california and they mailed my check but stipulated if the value was over 5 k I had to travel back to their state to pick up the check, they wouldnt fedex or certify it for out of state pays. Can you list the states that you know of that do mail checks of any value to winners? I'd be interested to see the list.
Pennsylvania is going via way of electronics yet it hasnt been approved yet for direct deposit , they currently have debit cards but that to me seems less safe as anyone could intercede and use it.
Bottom line- I think the "value" of the check (winnings) plays heavily on how the final payout is received to the claimant.
