Can a private person start a lottery?

      Not legally.

Those who run the lotteries love it when players look for consistency in something that's designed not to have any.

      Lep

There is one and only one 'proven' system, and that is to book the action. No matter the game, let the players pick their own losers.

Many who don't play think they've won when ever a close friend or relative wins.

                          I really envy the US.
You can't run a lottery but if you do, they will tax you.

Suspiciousness is one way of saying that one do not want to know the truth. It is the best way to keep the mind empty and the spirit restless.
