If you believe the games are rigged then you have to believe all the winners are in on it too which I don't.

 * you don't need to buy more tickets, just buy a winning ticket *

    I firmly believe the lottory went to computers in order to manipulate the amount of second and third tier winners.  By minimizing the amount of money the lottory would pay out to these winners the greater their bank account becomes and the more money they give to the state.  If the state were to see an increase in the amount of revenue the lottery generates, they might give the CEO a huge bonus at the end of the year.

    As for those who win the jackpot, the lottery couldn't care less.  They must allow someone to win or else no one would play.
