Why can't Massachusetts have the exact same lottery raffle they had last year?

Dear maringman, I believe annuities are paid over a period of years, not in a lump-sum payout.Which lottery scratch tickets in Mass all except the newer ones 500/1000/2000 a week are lump sum payouts.Believe me I have had large winning tickets in previous years,go to lottery and fill out paper work get taxes taken out and get check for the remainder.Million dollar scratch ticket winners get the option of taking the annuity or cash option, I did not say million dollar winners were not annuity,I said second place winners and lower were not annuity and stand by that.and we are talking scratch tickets not MM/PB/MB
