You can buy 5 tickets for the sweet millions for the same price. So the odds per 5 dollars spent would be 5 in 3.8 million, which is better.
Assuming that all you care about is the chance to win a large prize, then I'd say that the sweet millions is preferable, but it probably has a lower overall expected return that the scratch offs.
I'd say if your intent on playing to try to win a large amount, buy the occasional lotto ticket, rather than scratch off. You get about the same odds of a giant win, at a lower price, with the trade off being less small prizes and less expected return.
