I saw a number of people trying to figure out how to use one of those lottery machines at Giant (supermarket). I never see anyone using it normally.  I bet it was the first time they played. Guess they figure if a ticket from a machine in Richmond, VA can win, why not somewhere else in VA.  PB fever!

Yep, the gas station where I go has been very busy.

What if someone from Mexico crosses the border for a ticket and wins?

if there were 3 of them, they'd be called The Three Amigos.

according to the 2013 Winners Handbook, page 5 from the California lottery's website:

"The Lottery is required to withhold federal taxes of 25% for U.S. citizens and resident aliens providing a social security number, and 28% for U.S. citizens and resident aliens not providing a social security number. Claimants who do not mark the citizenship status on the Lottery Claim Form will have 30% withheld from all prizes."

              http://www.calottery.com/win/winners-handbook

I doubt a Canadian would go to California to play the lottery but I'm willing to bet most states have a similar policy.

So, it would seem if a Canadian did win, 30% would be taken even before they got the check. I'm not sure if the IRS would refund them the money or ask for more money on April of the following year. The top marginal tax rate for 2013 is 39.6%.

on here  http://www.usamega.com/powerball-jackpot.asp  down in the important notes section  it says

              6. If you are not a U.S. resident, you will typically have a flat 30% federal withholding, and state taxes may differ from what is listed above.  Consult with your local government tax authority for more information if you are not a U.S. resident.  The 30% flat withholding is a dictate by the Internal Revenue Service, in conjunction with the Federal Government, not something created by the state lottery.  Therefore, questions about the purpose of the withholding should be directed to the IRS (1-800-424-1040).

so i think its %30  instead of the  25% for residents.  not also including the income tax, i think the %30 would be take off of the %39 income tax if it was applied ona non resident. meaning another %9 would be due. unles they have an agreement  on taxes with the country of residents.

              2014 = -1016; 2015= -1409; 2016  = -1171; 2017 = ?  TOT =  -3596

              keno historic = -2291 ; 2015= -603; 2016= -424; 2017 = ? TOT = - 3318

It would be denounced as a typical subhuman barbaric and savage act of Canadian aggression.

There would be an uproar to get those greasy and greedy Canadians and the B52s would be in the air in no time!

                That's what would happen.

Depending on the state they would have to pay the full state income taxes on it along with the full federal income taxes on it.

If they had to pay a tax in Canada it would probably be the difference between the higher Canadian tax and the US tax.

If the US tax is higher then they would probably end up paying no taxes in Canada.

They'd need to talk to a lawyer but that sounds like that's what they'd do. The IRS gets their money no matter what.

l seriously doubt Canadians are going to fly over 2 States " Washington & Oregon" to play Powerball in California- which does not have it at this present time.
