The question of knowing who won it is the clincher. if it was a found quick pick, and you happened to check it, maybe the sdtore  was announced as the place it was purchased.  then i might  write my name on it, and hand it into lottery HQ, stating "its a bearer instrument wheres my money." and leave all other questions  unanswered except with "its a bearer instrument wheres my money."

    Finding a ticket someone was looking for depends on your honesty and intelligence. You know the ticket was lost, the lottery will publish the store location selling the ticket, and the person losing the ticket knows they bought it there. I'd tell the lottery officials exactly how you came into possession of the ticket and it's possible the ticket could go unclaimed and you could get the prize. The person losing the ticket might give you a nice reward. 

    Even if you thought you'll get nothing for your efforts, you could still put an ads in your local and state newspapers "Found: Unsigned lottery ticket worth $200 million" and give the phone number of someone you dislike. Hiding Behind Computer
