According to CA Lottery, Californians spent $8,408,180 on the first PB drawing that the state has participated - the April 10 drawing. If you look at the Prize Payout table for the April 10 drawing, out of 8.4 million dollars spent, merely 655,174 dollars was returned to the Californians for prizes.

That was a return of about 7.8%. So on average, for every dollar that Californians spent that day, merely 7.8 cents went back to them as prizes. This game sucks.

This should come as no surprise. Most lotto/draw games are designed to payback only 50% to the public in prizes. In the case of multi-state jackpot games, the "public" is expanded beyond the state to include other member states. For Powerball, the non-jackpot percentage returned to Cali is 18% which is the same as Mega Millions. Only reason it was less was that 2nd prize 5+0 rolled, so when next it hits, it will make up for that. And if a Cali wins next PB jackpot, it would exceed 100% returned as prizes to the state, as other states have to cough up the rest.

Also, their published number is inflated. Draw sales for 4/10 were reported as $8,094,920 total, which seems correct. Their $8,408,180 is stated as Mon-Wed sales, which could include sales past 7PM and advance play as well. That would put the return of 3rd-9th prizes at 8.09%, close to where it should be.(8.32%)

If you want better return, don't play jackpot games. PB and MM are not (or should not be) played for return, they are only for a 1-in-175M dream. That 50% return to the public includes the jackpot winner as well, but the average Joe public will be fighting for scraps of only the lower 18% of prizes, and typically only getting 5% return. Superlotto gives a little better at 10% and Fantasy 5 is around 20% for Joe Shmoe.

Want better? Play Scratchers, which have total 60%-70% return or more, with typical attainable return of 55%-65%. Want better still? Stop playing the lottery and go to a casino, and get 90-95% return.(99% if you are really good)

Red- The California State Lottery got the approval for the game from the voters  based on the money going for supplemental School Education projects. We are told that 97 cents or thereabouts from every Dollar is sent back to the schools.Taking their word, that's good enough for me.if no Californian win the jackpot, l am not wondering if my lost wager is lining the pocket of executives or the likes.
The prize table does suck though.

I seen california had a good number of winners but what? Is the extra money with sales just going to fund their prizes? Should of had a bigger increase than the standard minimum $10 mill twice now

PB increased by $15 million and is now at $95 million for the 30 year annuity. MM is at $83 million for the 26 year annuity but the MM cash value of $62.5 million is larger than PB's cash value of $61.3 million.
